We stayed at the Domina City for 3 nights in July 2008. The hotel has an excellent position on the edge of the Old Town. It looks to have been converted into a hotel several years ago to a high standard. Our bedroom on the 1st floor was larger than usual. The staff were helpful. A few niggles: Opposite the hotel is the Club Hollywood and in the summer you could hear large numbers of people congregating outside it at 3, 4, 5 am making quite a bit of noise. The hotel has double glazing, about 6 inches apart for maximum noise protection, but you could still hear it a bit. Also you had to keep the windows shut, resulting in a room temperature of 25-26c, a bit hot. I asked reception how one worked the air con, but they said there wasn't any. The hotel has duvets rather than sheets and blankets, so I was too hot under the duvet, and too cold outside it.
About two thirds of the rooms face front, try to get a rear facing room.
Breakfast was fine, particularly the cooked food, but if you liked fruit there were occasional slices of (hard) melon, and orange and grapefruit, but they were on a small plate that kept running out.
Our room had an intrusive LCD screen encouraging us to use it for internet access, for EUR 9 an evening. In fact, and the hotel's guide in the bedroom did not mention this, there was in practice free wifi, with quite a good signal, though it could be very slow.
The soap dispenser in the bathroom was empty or broken, a bar of soap was provided when we asked. Not much water came out of the basin tap, and the basin waste water exit was slow. Good shower, no bath in our room.
At GBP75 a night for a double room, including breakfast, the hotel was quite good value.
One tip, unlike say London, taxis are allowed to set their meters differently, but are supposed to display their pricing on the passenger door. Our metered taxi, hired from the taxi rank, from the airport to the hotel showed 175EEK on the meter. Going back to the airport we rang for a taxi and its meter only showed 80EEK on the same route. Both meters started at 40EEK, but one meter went up three times as fast. Always ring for a taxi, never use one hovering around plying for hire. We used Krooni Taxis a few times, +372 638 11 11, and they were reliable and good value, but there are quite a few others.

I stayed here for 7 days in early Jan 08...I found the hotel very good!. The staff speak good english and very helpful and of course very polite...The hotel was very clean and and upper scale, i thought is was very nice inside and modern looking...The room i had was in the front of hotel above the main doors this i found it a little noisey and the the room was had lights shining in all night from the outside.. There was also a nightclub in the back road of the hotel which could be heard also sometimes on a weekend..I could off asked for another room maybe but decide not too..The bathroom was very clean and a high standerd.. Also the bedroom was on the little side but for a single person i found fine myself..The location of the hotel was excellent! could not ask for better....The breakfast and food was good also average price.

This hotel definitely had it pros and cons. The major pro was the location! Right in the heart of Old Town. Great! Made it easy for my travelling companions to stumble home in the early hours after visiting some of the many area clubs. Breakfast was really good. The main reception areas are nice, staff speaks good English.
Cons: water came out of my tap brown! The drapes are not blackout, so it gets light very early, you can hear ALL the partying and the clubs outside until early in the morning. The biggest con for me was the internet. I knew that I had some work that I had to do over the weekend, between playing. I would not have stayed here if they didn't have wireless internet. Well, it didn't work. Tried three different rooms, didn't work. I ended up having to check out early because I had to have internet access. The big problem came when I asked them to refund the prepaid amount for the night that I would not be there. They refused. I tried to explain that they weren't able to provide me with the services that they advertised, and they would be able to rent out the room again, but to no avail.
All in all, great location, but I would NOT stay here again, even if Internet weren't a concern. I like my water clear...

I really like this hotel, so I am writing a second review of it - I stayed there twice in September, including a longer stay; my last review was from April 2006, and I hope this is enough of a distance.
The hotel celebrated its 7th anniversary when I was there (all guestst received a big chocolate bar in celebration), and for me it remains the nicest place to stay in Tallinn. The design, the rooms, the location and the staff are all excellent. But indeed, I am a frequent lodger and enjoy certain benefits.
There are some things that have declined since early 2006, notably the breakfast, which has a much smaller selection than before and is really missing things in selection and quality - all the more regrettable since this appears to have been a conscious decision by the management. The restaurant remains one of the best in Tallinn, a true gem, although the atmosphere is not really very nice and the place is quite deserted during dinner time. But the food quality easily compares to neighborhood celebrities such as Pegasus and Gloria, at a fraction of the price.
As regards the rooms, the key is to take the DC as a competitor to the really upscale hotels in town (Telegraaf, Radisson, Three Sisters, etc.) and take the executive class rooms that face the courtyard. They are spacious, well-appointed, quiet, and to be able to open the window is for some of us an advantage, not a drawback. Beds and linnens are excellent, and the furniture is very convenient both for a short and a long stay (such as the huge wardrobe-cupboard in the little hallway). I continue to appreciate the in-room PC's (there is also a cable for your notebook, and you can use both for the same price - which, I agree, should be waved, but most Tallinn hotels have this atavistic feature).
The location is one of the hot spots of juvenile Tallinn entertainment, with the Club Hollywood right outside. This means that on weekend nights, it will never be quiet, and only for the people who like that sort of thing, this is the sort of thing they will like. But the location is both central for Old Town and for the "Heart City", more than any other, and so very convenient. The inside gated parking is a very nice feature as well.
It's also true that the hotel caters to too many groups, and a small boutique hotel is not helped by those in atmosphere and service - although it is the more gentile group that the DC attracts. Still, to imagine that pre-paid rooms are cancelled and arriving guests moved to the (indeed much inferior and more peripheral) Meriton Grand is hard for me to do. But the reception staff I found courteous and helpful throughout, and not only to me. Depending what you compare the DC with, it's still a bargain in Tallinn - not in relation to ***/****, but to ****/*****. The only feature that makes the hotel less upscale than it should be is the downgraded breakfast.
