One up from a Premier Inn but is it really 4*?

We spent a night at this hotel following a function at the nearby Knowsley Hall.
The hotel is in an industrial estate just off a major road intersection on the A57. You would not pick it for its looks (it resembles a college hall of residence) or views. Its neighbour is an Ethel Austin warehouse, and you look out at a Holiday Inn.
The suite we had was a bit better than a room at a Premier Inn - the suite bit is a sitting area, with TV and desk, but no natural light - it looks into the corridor.
The bedroom (separate from the sitting area, with a door) was comfortable and spotlessly clean.
The bedroom had a sink. There was also a perfectly reasonable bathroom.
We had lunch in the bar - pleasant enough. There is almost nowhere within miles to eat - there are 2 rather dreary pubs in nearby Knowsley village but they are hardly "destination dining".
We also had breakfast there which was actually first class.
We were also struck by how helpful the staff are. This is not a place with porters, bell boys etc - just a handful of cheerful hardworking individuals.
The car park is well lit and we did not feel it was unsafe.
We paid ?85 for the room which is not too bad for 2 people.
We slept well with no noise or light disturbance.
We did not use the leisure facilities.
My only slight quibble is with the 4* appellation - I do not know how these stars are actually awarded, but I find it hard to believe this is really only one level below the very best hotels in the land. The Suites Hotel is perfectly good at what it does, but it is really only a glorified motorway hotel.

We held our wedding at the Suites in January 2006 - it was a beautiful place, there's a conservatory like room for the ceremony with stone floor, piano and cast iron charis - it's about the closet thing you could get to outdoors in the UK in January! If you are booking your Wedding just be very specfic about your wants & don't wants because things did get lost along the way but this could probably happen anywhere.
We still have relatives that come up North and use the Suites following their initial stay there in 2006. It's a clean, modern hotel; rooms are 4* standard, they're provided with a separate lounge/dinning area, then the bedroom and bathroom - really nice. The breakfast was fantastic, part buffet, part waitress service. Unfortunately we didn't get the opportunity to use the leisure facilities, we were too busy before the Wedding and to tired afterwards!
The only downside to this hotel is the location - it's literally on the edge of the Motorway link for M57 / East Lancashire Road and at the edge of an Industrial Park, it didn't bother us once we were inside however becaue it really is lovely inside.

Very nice room, well kitted out, with a separate living room which housed the fold out sofa bed the kids used. Free wifi also, which is a bonus in big hotels as you normally have to pay for it.
Bar & restaurant were very nice, bit pricey, but no more than you would expect for a hotel this size. Leisure facilities there, but we were unable to find them! We had no information folder in our room, so no menus, no times, no leisure centre info etc, which we thought was a little strange. Room service was good, order was missing an item, but it came up within minutes of reporting it.
Only downside, and to me it's a biggy, was the cleanliness. It certainly wasn't up to scratch. The toilet was dirty, the floor was dirty, surfaces were dusty and the carpet hadn't been hoovered. Had we paid full price I wouldn't have been happy.
All in all, apart from the lack of information available, and the poor level of cleaning, it was a good hotel. In the middle of an industrial estate, so views not that hot, but this didnt bother us.
