For your safety and sanity avoid this hotel.
My travelling companion and I booked two single rooms at the full price of $125 per night and were placed in a section of the hotel undergoing renovations.
Despite the price we were not told that the air conditioning in these rooms was not working so,on a stifling hot night,we had to endure open windows looking out onto an enclosed courtyard where the loud hum of A/C units kept us awake all night.
The rooms,despite having undergone renovations,were filthy and unkempt.
At about midnight we complained to the front desk who said there was nothing they were prepared to do.
We discovered from staff members the following day that they were deliberately instructed not to tell us that the A/C was broken.
More worryingly to get to the rooms we had to reach them through an inner metal fire exit which was blocked by building and painting materials as well as stacked boxes of soft drinks,water and crisps.
The fire door was also kept propped open.
When we complained to the management the following day and suggested we should receive some refund we were first offered a complimentary continental breakfast,then 15% and finally 20% off our bill - all of which we refused.
Their manner was offhand and rude.
It's hotels like this which can make travelling such a dehumanising experience which is a shame because Bilbao is a wonderful city full of really friendly Basque people.

Coulnd't ask for a better location in Bilbao as far as we're concerned. Right at the edge of the Old City, two tram stops from the San Sebastien/Bilbao train station, two blocks (just across the bridge) from the main Renfe station, and 4 tram stops from the Guggenheim. Noise from the Old City street below didn't really bother us, and pretty-much quieted down after midnight. Friendly staff.

The location was great. We stayed 4 nights. Our room was on the main (busy) street. Good view, but noisy. Garbage trucks and street cleaners noisy in the early, early morning hours. Our last night there, a construction worker was sawing and hammering in the room next to us from 11:00 pm until midnight. We told the desk clerk about it the next morning and she said no one was working in that room at that time. My husband opened the door and saw the worker (working in the room; the night before) and even talked to him. The desk clerk argued with us about it and did nothing about it. She just denied it completely. The faucets were leaky. The room was dirty. The room is VERY basic; wooden floors and the beds were EXTREMELY hard and uncomfortable. The only thing going for it was location.

This was a spotlessly clean and very convenient hotel. It was right on the edge of the old part of town (the best place for eating and drinking in the evenings), but was very quiet and comfortable.
The room is decked out entirely in laminated wood (wooden floor, modern wooden bed, TV desk etc), and had a cute little balcony which gave us a fantastic view of the Theatre across the road. We didn't try the breakfast here (we thought it was an expensive extra at 12 Euros a pop), but there were plenty of nice cafes a short walk away which more than catered for us.
There is free internet access in the lobby, and on the most part the staff were very helpful and spoke good English.
The one little complaint really was that while we were out, somebody came and re-grouted the tiles in the bathroom. They did a pretty crumby job (and didn't actually notify us that they had done this), so when I got back to the room and had a hot shower, I washed most of it off! Seemed a bit daft to me... anyway. Its a minor point, as in every other respect we thought it was an excellent base for Bilbao.
