It is 2 km from the main turist attractions, but with excellent public transportation options. The room and bed are fine and the personal treats you good.
The drawbacks are:
1. Poor room cleaning and organizing.
2. Elevator stopped working for a week.
3. Breakfast is also poor: Bad coffee and very few options for eating.
4. Internet access was not available for more than a week.
Conclusion: we paided US$ 38 for a double room. This is about the limit for what the htel gives, considering the other options.

Hotel La Perla is located in barrio Once (also known as Balvanera) just west of the city's center. I paid US$28 per night (the exchange rate at the time was about 3 pesos to 1 dollar), which included a delightful continental breakfast in the hotel's adjoining cafe. My single room with double bed and private bath with shower was very small. I found it clean on arrival and it was cleaned daily (including tidying up my strewn clothes). The rest of the facility (reception area, corridors, etc. were also quite clean). The staff were friendly and helpful (but spoke little English as they cater to mostly South American tourists). The location is ideal, on the corner of Plaza Miserere. It is just steps away from one subway line and about 5-6 blocks from another. Also, probably a dozen buses stop at the hotel's doorstep, including the ONLY bus to/from the major airport (a one-way 2-hour trip to/from the airport costs a mere 1.35 pesos). The only drawbacks were a leaky bathroom sink and a lot of street noise as the hotel sits above a busy intersection in a 24/7 city (but earplugs did the trick).

El Hotel La Perla está en el barrio del Once (También conocido como Balvanera), al oeste del centro de la ciudad. Pagué u$s 28.00 por noche (la tasa de cambio era entonces de 3 pesos por 1 dólar) que incluía un delicioso desayuno en el café vecino al hotel. Mi cuarto, con una cama doble, baño privado con ducha, era muy pequeño. Lo encontré limpio al llegar y lo limpiaban todos los días (además de poner en orden mis ropas desparramadas). El resto de las instalaciones (recepción, corredores, etc.), estaban también bien limpias. El personal era simpático y dispuesto a ayudar, pero hablaban poco inglés ya que sobre todo atienden a turistas sudamericanos. La ubicación es ideal, en una esquina de la Plaza Miserere. Queda solo a unos pasos de una estación de metro y a más o menos cinco o seis cuadras de otra. También, probablemente doce autobuses paran en la puerta del hotel, incluyendo el UNICO autobús que va al aeropuerto (Un viaje de ida de dos horas hasta-desde el aeropuerto cuesta la mera cuantía de 1.35 pesos). Los únicos inconvenientes fueron que el lavabo del baño tenía una gotera y que había mucho ruido de la calle, ya que el hotel se encuentra en una intersección de mucho movimiento en una ciudad de actividad constante (pero unos tapones para los oídos solucionaros el problema)
